Getting here from Rocky Mount
Elm City is south of Rocky Mount in northern Wilson County. From downtown or the Sunset Avenue area, take US-301 south for about 20 minutes; from the west side of town, I-95 south to the Elm City exit is just as quick. Students from Nashville, Red Oak, Sharpsburg, Battleboro and Tarboro are regulars. We teach from our own classroom and range so that we are never at the mercy of a rented room or a public range schedule, and so the range portion gets the time it deserves.
What you will learn
The NC Concealed Handgun Carry class follows the state-approved curriculum, a minimum of eight hours of classroom and range time. The day breaks down roughly like this:
- Safety and handling. The fundamental rules, loading and unloading, malfunction basics, and safe storage in the home and the vehicle.
- North Carolina carry law. Who qualifies, how the application works, the prohibited places in G.S. 14-415.11(c), what to do at a traffic stop under 14-415.11(a), the no-alcohol rule in 14-415.11(c2), and how reciprocity works when you cross a state line.
- Use of deadly force. The Castle Doctrine and stand-your-ground statutes, G.S. 14-51.2 through 14-51.4, explained through how shootings are actually investigated.
- Range qualification. Marksmanship fundamentals and the required live-fire course.
- Carrying in real life. Holsters, concealment, drawing safely, and the judgment calls that matter more than the shooting.
Why Rocky Mount students make the drive
Twenty minutes is not far, and students tell us the instructor is the reason. Chris Raper served more than 40 years in law enforcement, has taught this course continuously since January 2006, is an NC DOJ-certified Firearms Safety Instructor, an NRA Pistol, Rifle and Shotgun instructor and Range Safety Officer, and a graduate of Massad Ayoob’s Lethal Force Institute. The legal block in our class is built on that background: what officers look for on scene, what prosecutors weigh, and what the statutes actually require before deadly force is justified. The full credentials are on the instructor qualifications page. Many Rocky Mount students come back for the After Deadly Force seminar, which goes deeper into what happens after a lawful shooting.
Applying for the permit: Nash or Edgecombe County
Rocky Mount is split by the county line, and you apply to the sheriff of the county where you actually live, not where you work or shop. Check your driver’s license address against the county line if you are unsure.
Nash County residents
Apply to the Nash County Sheriff’s Office in Nashville, NC. The Sheriff’s Office issues concealed handgun permits under the state statute; check the county’s gun permits page for current application steps, hours and whether to start online. Bring your original training certificate, a valid NC driver’s license or ID showing your Nash County address, and the fee. Expect $90 for a new permit, the statutory $80 plus fingerprinting.
Edgecombe County residents
Apply to the Edgecombe County Sheriff’s Office at 3005 Anaconda Road in Tarboro. Edgecombe starts applications online through a permit portal, where you will need your driver’s license number and the certificate number printed on our training certificate to book an appointment. The new-permit fee is $90 including fingerprinting; renewals are $75. Paying cash in person avoids the portal’s card fee. You must have lived in the county at least 30 days.
In both counties, G.S. 14-415.15 gives the sheriff 45 days from a complete application to issue or deny. Five years later, renew within the 90-day window before your permit expires.
What to bring and how to prepare
Bring a handgun in good working order, a holster if you have one, eye and ear protection, and a notepad; we will tell you how much ammunition the qualification requires when you register. If you do not yet own a handgun, call ahead and we will make arrangements. Wear closed-toe shoes and clothing you can move in on the range. Have a photo ID with you. Beyond that, come with questions. Rocky Mount students often ask about carrying in the vehicle on the way to work in another county, carrying at church, and what happens at a traffic stop; those are exactly the situations we spend time on, and our guide to carrying in your car is a good read before class.
