Concealed Carry Class Near Raleigh, NC: Train With a 40-Year Lawman
Raleigh residents have no shortage of concealed carry classes, and ours is 55 minutes east in Elm City, so students who make the drive do it on purpose. They come for an instructor with more than 40 years in law enforcement who has taught the NC Concealed Handgun Carry class since January 2006 and trained under Massad Ayoob. The course meets the requirement in G.S. 14-415.12, and the certificate goes to the Wake County Sheriff’s Office with your permit application.

The drive from Raleigh and Wake County
Elm City sits in Wilson County, about 45 miles east of downtown Raleigh. US-64 East to I-95 or US-264 to US-301 gets you here in about 55 minutes from downtown, closer to 40 from Knightdale, Wendell or Zebulon, and a little over an hour from Cary or Apex. For a full-day class, that is an early start. Many Raleigh students pair the trip with a Saturday in the country and tell us the quiet range, away from the crowded commercial ranges in Wake County, was part of the appeal. If the drive is a barrier, a private group of five or more brings the class to you.
What the class covers
The NC Concealed Handgun Carry class is the state-approved course, a minimum of eight hours. Expect:
- Safety and handling: the fundamental rules, loading and unloading, and secure storage at home and in a vehicle.
- North Carolina law: eligibility under G.S. 14-415.12, the application, where the permit does not apply under 14-415.11(c), the duty to inform officers at a traffic stop, the alcohol rule, and how the permit is honored in other states.
- Deadly force: G.S. 14-51.2, 14-51.3 and 14-51.4, the Castle Doctrine and stand-your-ground statutes, explained by someone who worked the scenes and the court cases that follow.
- Range qualification: marksmanship fundamentals and the required live-fire course of fire.
- Carrying well: holsters, concealment, a safe draw, and the decision-making that keeps you out of trouble.
Students who want to go beyond the permit usually return for the defensive shooting class or the After Deadly Force seminar.
Why Raleigh students make the trip
Large metro classes are often taught by instructors with a weekend certification and little field experience. Chris Raper spent more than 40 years in law enforcement before and during his time teaching this course. He is an NC DOJ-certified Firearms Safety Instructor, an NRA Pistol, Rifle and Shotgun instructor and Range Safety Officer, and a graduate of Massad Ayoob’s Lethal Force Institute. Applying at the Wake County Sheriff’s Office
Raleigh and Wake County residents apply to the Wake County Sheriff’s Office at 330 S. Salisbury Street in downtown Raleigh. As of our last review:
- Start the application online through the county’s permit portal. Payment can be made online by card with a small convenience fee, or by cash in person.
- Service is by appointment only. New and renewal applicants are seen weekdays from 8:30 a.m. to 4:30 p.m.; fingerprinting is done at the John H. Baker Jr. Public Safety Center, also by appointment.
- Bring the original training certificate from our class, a valid NC driver’s license or ID showing your current Wake County address, and, where applicable, a DD-214, naturalization certificate or permanent resident card.
- The fee is $90 for a new permit, including the $10 fingerprint fee, and $75 for a renewal. Fees are non-refundable.
- G.S. 14-415.15 gives the sheriff 45 days from a complete application. Wake County is a high-volume office, so book the appointment as soon as you have your certificate.
Address changes and duplicates are handled in person, and Wake can only service permits it issued. When your renewal comes due, remember the 90-day window under G.S. 14-415.16; Wake’s portal accepts renewal entries only within 60 days of expiration, so do not wait for the last minute.
Questions Wake County students bring
Raleigh students tend to ask about carrying downtown, where state government buildings, the courthouse and the Legislative Building are all off limits under G.S. 14-269.4 and 14-415.11(c) and where the locked-vehicle rules matter every day; about carrying at the State Fairgrounds and in city parks, where local ordinances under G.S. 14-415.23 can apply; and about commuting with a handgun to a workplace that has a no-weapons policy.
